Who runs Numberway? Phone Books

Numberway has been created and is maintained by Robert Hoare.

He's been tracking phone books online since 1995, previously on another website he owned. That site was sold a few years ago and has since disappeared into part of a directory company's commercial site, and appears to be unmaintained.

Numberway has been launched to bring back to the web a simple-to-use, complete, updated, independent and opinionated guide to finding phone numbers everywhere.
